Swimming and water building is a lesson in frustration
You cannot swim over a partially submerged barrier. Your character gets stuck and cant lift themselves over it nor jump from water. If you are trying to build in/on water, like making a bridge, your own (poorly planned) scaffolding can block you from getting out where you can no longer break it down. Its just very unforgiving and feels frustrating as all heck.
You cannot usually snap downwards unless you are at an angle looking up at what you snap to. But if you cant build in water, so the only real option is building partially submerged scaffolding that's easy to fall off of, trial and error, devcommands, or raising the terrain to an extent to build on....which cant be undone fully as eventually itill be too deep to mine back off, so the whole point of building a bridge over a deep channel is ruined by its own making.
Aside from maybe giving us the ability to lift ourselves over partially submerged walls and stairs... Can the game somehow become more intuitive regarding aiming at terrain and it knowing youre trying to snap to something above it. Sometimes it works, if you are close, but basically never if its going to be more than 1 length away.

There are plenty of mods which steer the game from how the devs imagined it's meant to be played.
Than, there are other mods which fix some game flaws and make the game feel better. Sometimes, the line is blurry.
The Snap Points mod allows for placing any block's snap point onto any of another block's. That allows for building on sides you can't even see and is definitely not how the devs intended it. But without it, it can be very difficult or time consuming to make some placements that are right in front of you and that also is most definitely not how they intended it.
Building UI is made to be as simple as possible. This is to not overwhelm players who are not interested in building. This is also why the building UI most likely won't change. But builders suffer because of this. And this is why I don't feel guilty at all despite playing with several mods.
Edit: A toggle in settings for Advanced Building UI would be nice.
If any developers read this thread please contact the mod maker, bribe him with a load of free merchandise so you can incorporate the mod into the base game.

I feel you... on my own savefiles i utilize mods quite a bit; there are a lot of small enough QOL fixes that i am sure are not on the dev's main to-do list; but friend is playing his way and i respect that on his server. I'm not in any rush really. "Creative mode" through devcommands is nearly enough on its own mod free.... but as an early access game i do hope they are open to suggestion and hear our frustrations as to how these small improvements can help in the overall enjoayability and replayability..... if only really please for the love of god let us pick up our feet while swimming so we don't inevitably drown ourselves by poorly planned scaffolding (sad true story).
They are doing a decent job, no smoke just wanting to be heard i guess.

Yeah, pushing against some edge while in water should make the character climb on that edge.

Not sure if it still works, but you used to be able to build stairs/ladders into water, then just walk down them and build from there. Deepest I went was 2 45 degree ladders, just to try it out. I saw a video on YouTube where a fellow took his cart and put it in the water, then when the cart uprighted itself, he got in it. He was low enough to the water that he could easily build underwater and he was able to walk the cart any direction he needed it. Maybe give that a try if you don't want to use mods.

The problem though is snapping downward from something that is already partially underwater.... if you are on a raft or a floating cart you cannot see upward from below the waterline.. which you need to do usually in order to snap to it correctly unless the ground is the perfect height already below it which is rare.I saw a video on YouTube where a fellow took his cart and put it in the water, then when the cart uprighted itself, he got in it. Alternatively, use a raft? :-)
Another method which kind of works is snapping sideways and then up but this typically takes a lot of resources and again, trying the utmost not to mod or devcommand so can get expensive. Rock cant usually be recovered from underwater if its deep enough.

Bridge building is a high art here for sure. You pretty much have to raise/level/fiddle with the terrain up front, knowing exactly what you want where, before even starting, then getting it to snap is a whole new can of crap. I gave this up long ago, my bridges either look suspiciously like 2 portals or are a series of Ts with the top being 1x1 floor tiles and the bottom being 4m corewood poles.

Humans can build in water, they can also dive. The game limitations on building are frustrating, not fun. Thankfully we have modders who are also frustrated with it. The only way to truly build things is with mods and dev commands... and that's bad game design.
I'm not asking to be able to build in the ocean biome 300m down, I just want better snapping and the ability to use tools in the water like humans can. I also want to build ALL of the things you can find in the game, so frustrating finding a dverger camp/fuling camp, etc and not being able to build any of the things they have. I hate that part of crafting base building games "you can't build this, it's race exclusive..."

I resorted to modded experience.
"Snap_Points_Made_Easy by MathiasDecrock" is a mod that allows you to cycle snap points on your building pieces. You can select the snapping points on both, the held block and the destination block. You can also snap-to-closest on he destination block and cycle the snap points only on the held block. In other words, this mod allows you to build a pier while standing on it. No need to touch the water.
"Gizmo by ComfyMods" lets you rotate any block on any axis. It also gives you the option to split the circle into more (or less) degrees. When building in right angles, you don't need to cycle through all the angles in-between. When building precise, you can rotate ever so slightly. You can also copy the rotation of the block you're targeting.
"EulersRuler by ComfyMods" shows building piece health, stability and rotation on your HUD.
Every mod is configurable. Some mods and settings are straight-up cheats, but others are pretty mandatory. For example, stability showing as a number feels great considering I'm an engineer and partially colorblind.

Yeah... i mod the game too but recently i've been playing on a friends server who is trying to play all legit, no devcommands, no mods... its respectable, but limited. I can understand the logic of not being able to build in water, might not love it, but it makes sense.... but not being able to get up over something submerged thats hitting only your ankles is something else. Lift up your feet my guy!
