Is there a solution to fix random 30 fps lock?
Game runs fine and all of a sudden goes to 30 fps. Stays in that 30 fps for a good 15 seconds then turns back to normal fps. It is not normal fps decrease btw, i'm talking about game goes to 30 fps as if i lock the game at 30 fps. It doesn't go to above 30 or under 30, always at 30. I tried with v-sync on or off but it still happens.

Check that vsync is off in both the game and in GeForce Experience (if you have that installed)! Settings there might override your game settings.

So what that is, in any game, is that you need to force Triple Buffering on in your GPU Control panel.
Extra info:
With v-sync without Triple Buffering, in any game, your FPS (if you aren't using free of g sync with VRR) will cap to your monitor Hz and then increments of 1/2 of that. So, if you dropped below 60fps you would drop to 30fps, then if you dropped below 30fps you would lock to 15fps etc.
Most games just force triple buffering on with their in-game v-sync, so you don't see this often.
