It's usually in a treasure room after the skeleton spawner. Can also rarely be found on the back of stone towers. If you've really been entirely through 15 crypts without seeing a big glowing red runestone in a treasure room then you must have been cursed by the RNG gods.

Are they more rare than before? To be fair i've only been in like 5-6 crypts. cause when the game was release i remember there beeing one in each crypt

No, they didn't change it. You're just having rotten luck. It happens. Not every crypt has one, but you'd usually see one within 2-3. I've seen a crypt with 2 in it before. The layouts are randomly generated.
