OP - Items despawn fast when not in range of a workbench. That's the only reason they'd disappear.

am I the only one who sees contradiction?

without the mods it wouldn't end up 0/10
game has bug where it requires 21 coal to smelt 10 ore
(to fix it you just need to change 1 character in the code... literally 1, perfect for mods)

I guess it could be items on the ground despawned after a while because they were no campfire or workbench in a 10/20m radius ?

Also items on the ground will despawn after some time (about 3 hrs gametime) if you are not in rendering range (and if there are no workbenches or campfire in a 10/20m radius from them).

they were in range of smelter so they couldn't despawn unless he made some slope that makes them fall 20m away from smelter or hole where bars fall underwater

If on a multi-player server my guess would be that someone else is taking the other 17. If you are playing single player the only things I can think of is that you ran over a few, put them away and forgot, or it is indeed a bug, or you are using mods that might be causing the issue.

Has this happened more than once with no mods installed on a single player game? If so I would suggest reporting it in the bugs sub forum.
