Why do most things stack in your inventory, but some do not such as healing potion and fishing bait?

Now I see about the healing potion. I had not put it in the fermenter yet...it was still in a bowl.

They do stack up to, respectively, 10 and a 100.
A few things d not stack though like dragon egg, swam key, lantern, etc.
