Actually it is quite easy to build one without a stone floor. Just demo the floor where you want it and place it on dirt, then snap floor tiles back in. They will clip right into place.

I even have one in the corner of my base where I also demo'd the adjacent walls and placed it with just the opening in the room, and the stack is still outside. Walls also clip in fine. Works very nicely.

The smelter and kiln make smoke now. You gotta vent them properly now. Ruined a few of my setups...

no i think they just made fake smoke before, there was just a visual effect of it but no smoke really came out

No, they didn't. Or at least nowhere close to the massive amount of smoke they produce now.

it's not like they need to be inside

They always made "fake smoke".
The top always needed to be cleared or it would stop working.

Nothing has changed in this regard. Just make sure it has some room to breathe on top.

Gotcha, I don't usually build with stone so didn't think of that.

It's a big fire though, so if it didn't need to be vented before I can see why they fixed it.
