You should lose 5% I think (I don't think H&H changed that). So if your skills are lower that 20, you don't lose anything? I think

There is a 5% loss of skill level for each skill. I believe the 5% is rounded up. In that case, if one's level in a skill was between 6 and 14, one would lose 1 level in that skill. If one's skill level were between 15 and 24, one would lose 2 levels in that skill. And so on and so on.

Thats not how percentages work.
5% of 20 is 1,... 5% of 40 is 2,... 5% of 100 is 5.
So if what you say is true, and i doubt that as well now, if the percentage loss would round up to a full level in loss. that would mean you would lose 1 level in a skill if its level 20 or lower. 2 levels if the skill is between 21 and 40, and so on.

However i dont know how brutal this game is in levels lost, maybe someone els can answer that.

how could i lose 7 lvl in 2 death ? i was 30 this mornin, died twice and came back to 23 ? like....how ?

even if its right, why only my bow skill suffer from that ? all my other skill goind down like they normaly do

Maybe steam cloud does reset your character savefile?
