Is there a way to dig under water?

The area I'm building contains a small bay. I want to rework it into a dock, but while I can swim in it, there are a lot of spots where that's just barely possible. Yet because I'm swimming, I can't dig them out further. I'm concerned that I won't be able to get a karve, let alone a long ship, in because of the terrain.

So, is there a way to deepen sections already under water?

If the wind picks up and you get deep troughs in the waves, the boat will be destroyed from constantly hitting the ground.
I've noticed that the high waves from storms don't go very far into bays and rivers. so if the OP is builing in a small bay thats already deep enough to almost swim in their ships might be safe in even the worst weather. Just going by a verbal descriptions its hard to really know about it's geography.

if you place roofs underwater you can prevent yourself from changing from standing to swimming. that way you can go as deep underwater as you want. for reference: https://www.reddit.com/r/valheim/comments/mcdrey/building_underwater/

If you are playing on Windows, you can hold Shift to change between the ground under you or the ground where you are aiming. The Linux version is bugged and the hoe does not function correctly.

I believe that if you build a platform out over the water and stand over a deep spot, you can use the hoe to make nearby areas a little deeper. The hoe looks at the actual land level, not the level where you're standing. But if you find an easier way, please share it.

you can use the hoe to raise land (note this may kill nearby fish spawners), you just need the bronze hoe tool and rocks.
If you are swimming then its usually deep enough to pass a boat in.

do it oposite, find place near water and build shipyard dock over water.
