When being attacked by wild Lox I performed a triple jump onto a very large sheer sided rock. I hit "r" to disarm and crouched, hoping this would deescalate their agitated state, causing them to lose agro and move away. Under the impression that the process might take awhile I was about to get up and pour myself a cup'o'tea, when I noticed some strange behaviour. One Lox was inserting itself under another Lox that was attempting to reach my perch. Wedging itself under its fellow, it lifted it onto its back giving it enough height to scale the side of the rock and reach me.
I have also seen my tamed wolves perform the same leapfrogging behaviour as your boars, while attempting to reach Greylings on the other side of the earthen wall in their enclosure.
Yes, it clearly is an intended behavior.

Like I think if archers were taught to stand their ground when they lost sight or at least stay a certain distance from your last known location rather than running all the way, that would be a dramatic improvement. They are quite a hassle in spaces like dungeons until you realise you can bait them to run into melee range by hiding behind any old cover.
I feel like the archers really shine in swamps, when they're just the icing on top of all the things chasing you through that wet low stamina hell hole. I can kite all day but a surprise 2 star dragr/skelle starts blasting and things change real quick.
Poor archers, too dead to still have brains

They are programmed to attack and briefly run the opposite way between each attempt. I am sure they are all just doing that in unison.
Small details like that can make a mob feel a lot smarter and group-oriented than they actually are.

They probably all just ran a direct path to the closest point they could attack and it inadvertently worked when they all tried to occupy that same spot.

These are pre-programmed virtual NPCs. A developer or designer thought it would be cool if they could do this. I've seen some other surprisingly sophisticated simulated behaviors in the game.
