Hell, it's playable multiplayer offline if Steam's willing to let you in.

Up to now, you can do all the content solo. I've played through it solo and could defeat all the bosses. It's a little bit more difficult compared to playing in a group though

Yes, but from a technical standpoint - no. You still need internet to create and play, but you can totally do that completely alone.

with other words... the Game do not create a server on my PC to play it offline Singleplayer (as ConanExiles)?

It definitely does, internally. You also have the option of launching a stand alone multiplayer server just for your own use, which might help insulate against some world loss bugs.

100% i finished the game completely solo without any kind of cheats or exploits, it was really fun, no regrets.

Strangely i find it's the other way around; you only have to get enough stuff for yourself and not for your lazy friends. And you can come and go as you want, no need to wait for slackers.

There was a similar thread, where a person stated, that it is impossible to create a singleplayer session without a functioning internet connection.
As a workaround, he found out that you only need internet to start your singleplayer server. Past that, you can disable the connection and continue playing offline.
