I very much dislike games where enemies scale-up based on the players level-up progression.

Assuming no mods, monsters do not scale by player progression. Any given monster will always have the same stats.
They do scale by number of players in the game, so they will inflict and endure more damage as more players join. It is less than 100%, so if every player is actually skilled and prepared, they will outmatch enemies.
Creatures can spawn with one or two stars. These are more powerful creatures with potential for more loot drops. This is not a scaling mechanic.

It is possible, if you know what you're doing, to venture into the plains in root armor and survive. The root armor will protect you against deathsquitos, and with an iron shield, you can even block a fuling.
But yeah, you need the experience of a prior playthrough and the knowledge how the combat system works (especially parrying), to be successful at that.
You can do that Naked with the, 2 step back, 2 step forward tactic. (Enemys only attack from a static position ;) )
Why would you do this though as you cannot take advantage of the metal until moder is down

True, but you can still put lox and cloudberries to use before then, and of course you'll need to be able to take care of fulings while gathering those materials.

With experience, it is possible to do scouting or special purpose forays into the next higher biome, it isn't a good idea on your first playthrough though. On the first time through you really want to 'conquer' each biome in order, kill the boss, get the widgets/pwers, and then move on to the next.
I mean yeah veterans who've mastered the game can do amazing things, I'm not there yet myself despite 1000+ hours of fun playing the game.

Well, as I said, if you know what you're doing. And only if you don't have more than one enemy at your heels. And if you've got good reflexes, which I don't. Getting old. ;)

There is a scale-up, but it is in oldschool, rpg style - scale-up is bound to the biome you're visiting. That means, you cannot enter a biome without beating the previous biome, first. Or else, mobs will 1-hit tear your **** to pieces.
Just look at "Deathsquitos are impossible" and "How do I get my items back from Plains?" threads to get the full feel of how things are going.

Enemies don't scale. However...
Every boss vanquished on the map will unlock new raid events
Enemies have 1 and 2 star elite versions which become more common with distance from spawn.

The Mobs don't change difficulty based on player progress, they only scale up difficulty if multiple players are present, to account for all the extra "firepower" against them.
In solo play there is no scaling.... Example: the first boss is going to remain it's default difficulty whether the player is brand new or fully kitted out and leveled up.

Be aware that the "progression" is real... The way the game is designed, the player is meant to fully explore the biome they are in: Interact with each and every type of resource in that biome has to offer, to unlock recipes and blueprints for work stations (crafting benches etc), foods, tools, weapons, and armor as well as upgrades for those things.
Once the player has "learned" all they can, and crafted the things they need, and upgraded them, then it's "time" to fight the boss of that biome, who usually drops some kind of item that will be needed/useful in the next biome (in the progression) and the player is then ready to move to the next biome/area and repeats the "formula".... fully explore the biome and gather all the new materials, unlocking new blueprints/recipes, new upgrades etc. until they are fully prepared to fight the boss (who drops an item needed in the next biome) and so on.
There are no gates holding a player back from exploring further in to the world, but if the player breaks progression and goes into new areas before they are PREPARED to be there, they quickly find themselves (usually) dead and frustrated, trying to run back to recover their lost gear and inventories... and then usually end up on forums complaining about "how hard the game is", when it was actually the players' fault for going where they were not meant to be yet, and MUCH stronger mobs killed them easily because of it.
