If you uncovered most of the map more then likely you need to start a new seed. There is a radius from the area shown explored on the map that creates all the land, usually within seeing distance. So even if its not explored on the map the land may have already been created and no caves will spawn.

Already explored mountain will not spawn caves , you have to search an unexplored mountain
