Player Level/Progression & Enemies
So I decided to load an old, higher level, decked out character into a friends game. They decided to start brand new characters in a new world. When I joined, we started getting attacked by Draugurs at their base and one of my friends said that the Draugurs spawned because my character had beaten the swamp boss. Is there any truth to that? Does enemy spawns and difficulty scale based on the highest level (progressed) character?

From what I've heard, it should only depend on what bosses have been killed. You could even bring the bosses' heads and hang them on the altars and it wouldn't count if they hadn't been slain in that world.

as Suzaku says... it should be based on world alone.
If character progression affected worlds we'd know about it by now. Its very easy/tempting to visit new worlds, be it own, friends or whoever else, in an end-game character that had everyting completed. Or So chances that we'd learn about this now are near-zero.
What could happen is that somebody trolled and killed the boss, an admin could have messed something up, or its a game bug.
edit: wait, draugs? ... with elder dead? ... i think there are two mechanics here... one is random creatures spawing (and/or one type of invasion) being unlocked after relevent boss is killed. But there is another type of invasion that the yet to be killed boss sends his minions for an attack. (i think this is weaker invasion)... so most likely thats what happened.

If they killed the Elder in that world then they can start to get "Foul Wind from the Swamp" which is a Draugr raid.

Ok, that makes sense. I believe they killed the Elder. They seemed to want to make it seem like my character was the cause of it all, which is fair.
