Deers can spawn with 2 stars at any distance from the spawn. I know because i shot one literally meters out of the circle (I built my main base directly across the spawn)

I feel like this happened to me in my first world. After some time I finally got one and was like huh, I didn't know that was a thing. If you live in the meadows there are lots of necks to scavange from the leftovers from nightly skelies.

Perhaps hunt for bigger necks? I've got a half-dozen or so trophies, and I get the feeling that the more stars the neck has, the higher the likelihood that it will drop a trophy.

Could just be confirmation bias, but it seems to me that nearly every time I kill a blue one I get another head. That being said, I don't think I've seen a pink one anywhere but on the wiki.

I have no idea whether a similar mechanic exists for necks, but you might try simply ranging farther afield.

The neck trophy is a 5% drop rate (1/20). It is 3x rarer than the next rarest trophy the boar head at 15%, the neck trophy just has a lower drop rate than average. I personally have enough of them and I don't often hunt necks.

that seems a little odd to me. I haven't found them to be super rare. I'm not swimming in neck trophies but I do have around 40 at my base.
