yes exit steam fully then restart it make sure steam has no updates then click on the game and do the game files then check the little cloud next to the play button

I turned off Steam cloud for this game and occasionally it still does it. It checks for the cloud before it checks the box that says don't bother. Just started doing that recently.

But yeah restarting usually works.

Sometimes the cloud goes down and you have to just wait. Sometimes exiting Steam fully then coming back can help.

Also if those dont, you can also try verifying the integrity of the local game files to see if it sorts out any corrupt files too.
