Yes
(over 1300 hours 9 worlds, 3 dedicated servers, 8 characters , used cloud saves exclusively, never had a problem)

Why would turning it off months ago and then turning it back on create a problem?
If it actually does that, it means there is something SERIOUSLY wrong with the implementation of cloud save. I NEVER had any problems with local saves, but I had a big problem with cloud save, so why use it?

I use cloud save and don't really have an issue unless the computer crashes or closes improperly. And then only maybe I might lose that current progress.
But for me it is super rare.
I live close to NYC and use only wired connections in the house. I think both of those do help. Wireless can be flaky for some things, I think especially for something like a background task of steam sync. Don't really know, just pure speculation on my part seeing as so many seem to complain while I have no issue.
I would say if you don't have any issues with cloud save in general go ahead and use it. Just make manual backups as well.... as you should anyway for important data.
There was an issue with cloud save and this game if you had multiple users use the same windows log in .. it would confuse the save files up. But that issue was just fixed in the latest patch.

I then turned it on ONCE to use it to transfer files to another computer of mine.
BOOM!
The world of my main was completely reset. This on a very fast connection that I had no major issues with.
Thankfully (and I've been preaching this for decades) I had my backup and didn't lose much.
And yes, I had been EXTRA careful to click the right button when Steam asks you which save to use.
I then turned it on ONCE to use it to transfer files to another computer of mine.

Never had issues with transfer to another computer/ new computer.
I can only assume you created your own problem by toggling it off and on again. It may not have had time to fully sync across all its backups.? IDK

...but it is HIGHLY recommended to turn it off globally in Steam and NEVER rely on it, as it is known to cause issues that can lead to lost or reset characters and worlds.
It is also HIGHLY recommended to make periodic backups of ALL your important data, including game saves, and use those to move your game saves to another computer.

Yeah Ive heard bad thing especially when referring to Valheim.
