Tried runnin in vulkan? (also could be that the TAB key is "stuck" and keeps opening the inventory)

That or your pc needs a restart and a kick. Post what you have tried to fix it.

I have tried vulcan, updated all drivers, and rebooted system.

The intro is smooth but once it goes to the menu screen it begins flickering and a rapid clicking noise.

I noticed an oddity somewhat like this when I was duplicating my desktop onto a larger TV that was turned off. Idk if it would have worked normally (the TV being on~), but the moment I separated the duplication back to normal it got rid of the issue.

Perhaps try that if you are doing the same thing?
