What the heck is an ocean?

The boundaries of oceans seem capricious, at best. What's the rationale for making a patch of water "ocean" or some land biome? There are times when I'm on the water with no land in sight, but I'm in Meadows. I've also been in spitting distance of land, but I'm still in Ocean. And which land biome you're in also seems random. It's not what you're pointed at- that's easily disproven. It's also not the land you're closest to. So is there some rule for predicting, at least roughly, if some patch of water will be ocean biome or a terrestrial biome?

if you look at the map its got waves near the shore, those are considered biomes. all the water without waves that appears smooth on the map is ocean biome and is where u find the serpents

It seems the description of the nearest land mass is almost random. I'm sure its not, but quite often I am clearly next to a swamp, and it says black forest or some other type.

well the game is procedurally generated, so the game arbitrarily decided that pond is an ocean biome.
In reality, oceans are bodies of water that "surround" continents. Seas are normally large bodies of water, lake sized and up that are surround by land but connect to the ocean. There is the one exception, I think, which is the Sargasso sea? Which is just a pattern of oceanic current.

If you are not in sight of land but it says Meadows, there is land nearby and/or shallow water that is part of it, whether you see it or not. Slow the boat as you turn toward it as you can take damage from submerged rocks or beach yourself.

If you look in https://valheim-map.world/ and generate a map, put the "Visible Layer" setting on "Biomes Only", you'll see that the water area around any land mass is called "Shallows". The Valheim developers just haven't added code to the in-game maps to say Shallows when you're in shallow water. Instead it still says the type of land that's under the water. The actual Ocean biome however is coded to say so, and sometimes does come close to shore.

If you pay attention to the map you can see the terrain for each biome is different, even ocean. It doesn't have the wavy pattern that shallows have.

My conclusion from playing the game: height of the land. The whole map is divvied up in land biomes, but anything too far beneath the waves is superseded by Ocean.

Next time you're in a land biome on the sea, check the depth. You'll find it to be shallow.
