Welcome to modern gaming! At least rudder can be centered, try centering racing pedals lol. Have to disable the damn thing every time i want to play any japanese game or quite a few modern western titles as well.

I don't have a solid answer for you but something you could try. first just try another controller, ya never know.
start the game with the controller off and turned off in settings. walk around a bit with WASD. turn on controller in settings. then turn on the controller itself.
I find that I need to only turn on my controller only after launching the game, otherwise it doesn't work at all.

Yeah... one of the first things I tied was another controller.

I also tried your suggestion using WASD but no luck...
