I believe that at this point we don't officially know who he is. He's randomly seen at night and disappears when you get too close.

The most accepted theory is that he is Odin.

It's been a while but I'm pretty sure this was confirmed by IGS.

Tis Odin. Also when it is really stormy with lots of lightning, keep a watchful eye to the sky. You just may catch a glimpse of Thor flying through the sky.

from what I've heard, it is Odin watching us. First time I saw him, I was so scared, thought I was going to die! I ran and ran as fast and as far as I could! Now I welcome the sight of him and take screen shots whenever he appears. :)
