I believe what the OP is asking for is a way to disable portals for everyone on a dedicated server.

Rent a server. Then you can't use any of the devcommands at all. :)

go into devcommands and put in "noportals".

maybe a mod

You can put a rubber band on your arm and every time you think about using a portal or building one you could pull it back and snap yourself with it.

And you have to do something in the properties to even be able to use cheats so I think you’re fine on that one.

set the noportals global flag - check the wiki and maybe search for setting up servers and/or talk to people on discord?
