If the boat is high centered the pick axe won't get it out. You'll destroy the boat first.

You could use the Hoe in shift-click mode and try to work deeper water under the boat.

^^^ This you can push at the bow or the stern, or from a side depending on how stuck it is (you might have to sprint to get enough force to move it). If you got it stuck during high tide or due to a large wave you might have to chop it apart with your axe and rebuild it.

Sure, break it and rebuild it since you get all the materials back. You'll need to use an axe or something, not the hammer.

Otherwise, sometimes I just jump out and push it while on land or in the water.

Depends on how it is stuck.

You can try and get in and use only the paddle to try and move it from being stuck.
Make sure you only 1 click it and not unfurl the sails.

Stand on the boat next to the mast and beat on it. As long as you have room in your inventory everything should drop into it.

Rebuild as needed

If it's not stuck too badly you can get out and push. Seriously.
