I spend a fair bit of time looking at random seeds online and I have a few for you with frost caves close to the spawn.

the above mentioned HHcLC5acQt is a very well known "good seed". plenty of caves. I actually have my 2nd vanilla game on it.
CCzzNkYznS this one has a small island just north of spawn that has a mountain that's silly with caves. the map itself is also pretty damn good for a no sailing play through.
4RfxnFvfFy the current best map for known-map speed running and also has loads of caves near to spawn.

as for the mistlands, it's best to simply not sail out too far from the starting island. once you get close enough, a mistlands will render with nothing in it forever. that is until the actual update happens.

depending on play style really, from there its finding the right seed that suits you. im waiting on mist lands to come out tho. i like playing the game when its fresh and you have no "seed video" to guide you. again tho purely up to the users play style.

If their is such a thing, it probably didn't change since the mountain caves update many months ago. That was on the 16th of February to be more specific. Since then their has not been any change of significance made to the world generation.

The content we got in the most recent patch are just decorative craftables which can be easily produced no matter what your seed. If anything the reintroduction of craftable maypoles means their is just one less factor as to whether one seed is necessarily better than another.

There is no best seed. But any seed that hasn't been explored will have them. Mistlands isn't out yet, but frost caves will appear in any reasonably large mountain biome.

Well, there's nothing in mistlands yet. Any map will have frost caves at 100 meters of higher mountains though.
