Is there brightness setting in command console?
On PC, don't see anything under graphic settings to change either in-game gamma or brightness levels.
I'm not talking about monitor brightness or anything like that - but an in-game slider or setting to control light source brightness and/or gamma

Have you looked into Reshade?
I've just started messing around with it in Valheim but I'd almost be surprised if one of the plethora of options won't have something along the lines of what you're asking.

In dev command Console you can use the Time Of Day command (.0-.9) to change the time of day.
For instance:
devcommands = opens the developer commands under console.
tod .5 = noon
tod .0 = midnight
tod -1 = reset to actual server time.
