Some developers have a concrete deadline in mind, while others will get a better sense as the development of the game progresses. You should be aware that some teams will be unable to 'finish' their game. So you should only buy an Early Access game if you are excited about playing it in its current state."

This is the issue right there. Promise, there are no promises. Roadmaps are plans. Plans can change, unlike promises. How about complience with your own promises (road map) or at least Early Access terms?
Kickstarter has promises that are (at least in theory) legally binding.
Early access is just buying a game as is. Thats it. If development stops the moment you buy a game thats fair game.

They threw out the roadmap 2 years ago to stop threads like this from being made. There will be no update to it because there's no reason to have one if it just leads to this mess again.
The January 2023 thing IS the update. As in they expect the game to remain in early access for another 2 years from January 2023. Come back in February 2025 and you can complain if they've updated the timeframe or not.
