Tips for fishing
How do I efficiently fish? I am able to get them on the hook but when I try to reel them in they seem to get farther out to sea instead of closer to me on the beach. Eventually they just let go of the bait and swim away.

My trick is make sure your fed well look for a lot od fish in the water and after you cast do not move your legs because it seems to slack the line How do I efficiently fish? I find a spot along the shore that looks to have some fish and chuck a line about 8 metres in, I actually watch the fish and when I see one going for the Bob I pull as it gets close to it. Sometimes the Bob hooks a fish if you just physically graze a fish with it. And then since the cast is short you should have no problem reeling in fully or telling in till you can grab it.

Make sure you've eaten and have plenty of stamina. Don't stand somewhere waves will wash over. Throw 15ish M or less out. Once the fish is hooked simply hold down the button to reel it in. It is that simple.

Alternatively you can dig the shallower water and a few meters deep of shoreline where fish congregate with a pickaxe creating a channel. The fish will drift into the channel during high tide and become trapped when the tide recedes, leaving them beached. beached fish are dead and can simply be picked up w/o fishing pole. You wont get a steady supply or alot of them, but its simple to do for the occasional few fish until you get a rod.
To answer your actual question, cast as close to shore as you can, near visible fish. Stamina helps but you can drag them back a bit enabling you to pick them up w/o reeling all the way in.

^ This. Reel in spurts. What I mean is kind of jiggling the line seems to help. dont have your line out past 15 meters if you are not eating high end food that gives you high stamina
I found if I just let the bobber sit and only try to hook it when I see the fish hit the line, I miss a lot. But if I jiggle the line, it seems to not only get their attention better, but hook them easier.

The more efficient way is to fish whenever you see a big group of fish
If you go specifically to fish in a body of water in which there are no fish at first you will lose a lot of time

skycake2020 gave the most important point: once you hook them you have until you run out of stamina to reel them in. I haven't seen a big difference between repeatedly spamming the right mouse button and just holding it down. I eat some sausage, fish and queens jam before I fish and can easily bring a fish in from 15-20 meters out. One other thing to note is that you don't have to reel them all the way in. If you get them to a point where you can target them and press 'e' you can just grab them. You can also run backwards and sometimes drag them out of the water and up onto the beach.

I haven't devoted much time to trying this in my ~300 hours but can you just like... shoot fish with wooden arrows? I've tried a few times but I'm not sure if I'm missing or it just isn't possible.
I hope in the future the fishing pole is more easily accessible/craftable.

Try not to cast much more than 15 meters out. As has been said, stamina is key. Sometimes walking back a bit can help
