Question about servers
Recently started up a server for myself and some friends, is there a way to be able to use devcommands/etc if one is the admin of the server? Or is it not allowed since it's Online?

Does the devcommands mod require a mod manager then? i'm not seeing any way to install add your SteamID's (yours and your friends) to the admin list of the server.

like Mharr said, a mod manager isn't necessary but may be easiest if you're not comfortable placing folders/files manually.
so, install R2ModMan.
once R2ModMan is installed, use it to install these mods:
(1) BepInEx Pack Valheim (it's the backbone of Valheim modding, very necessary!)
(2) Official Configuration Manager (gives you an in game menu to configure your installed mods, press F1 in game to open/close the menu)
(3) ServerDevCommands

on a somewhat different note, if you're asking how to install mods to the server, that is a bit different. you'll need an FTP client like "FileZilla" to access/upload/download files and folders your server.
you should be able to spot the "FTP info" somewhere on the G-Portal server control panel. it shouldbe labeled "Access Data" and have an IP address, port and password info. use that information and plug it into a FTP program like FileZilla to be able to connect to the server and access the server's files and folders.

They don't require a manager, but they 99% require other mods like the BepInEx unity game modding library so they mostly assume you'll be using one. The easiest turnkey option by a mile is https://valheim.thunderstore.io/package/ebkr/r2modman

When you press F2 in-game, it will give you a list of the character names and user IDs of all players currently in your world (including yourself). That user ID (for any given person you want to give admin rights to) is what you place in the admin file.

Steam Id is a number you might find about via your profile.
But usually the account name is accepted as well in most apps.

Devcommands are limited to the host. If you're using a dedicated server the host is the server.

It's allowed for the host but it's not for those who jpin a server because it can be abused for griefing

This is the thing. Dedicated servers don't have access to a lot of commands you'd expect as an admin unless you mod them in. optionally install the mod to the server as well to enable more commands/features.
