Appreciate the input, but still no luck.
I've also tried:
updating c++ visual studio
forcing settings for physx and v-sync
running as admin
rolling nvidia drivers back to a November stable version with a clean install
and currently looking for try modifying the unity backend itself.

Things I have not tried:
bios modifications(mostly default atm) tailored to the game
complete OS reinstall (probably not going to go through this trouble/downtime)
under clocking cpu/gpu/ram


I've also had a couple crashes while loading into the game after selecting my server. Enter server IP, then password, and crash a couple seconds after.

You are going to want to launch the servers from steam. It's under 'View' in the steam app.
