No you can't get starred wolves from non-starred parents.
If you have a 1-star wolf (or any tame for that matter... the mechanics are the same for all tamables) and breed it with a no-star, you have (i think) 50/50 chance for a 1-star offspring.

The only way to get a 2-star offspring is if one or both of the parents are 2-star.
