no its not new and happens with all the biomes , swamps are just easier to see and notice ive got a surtling fire spout in a meadow and a plains stone pillar in the swamp on one seed
if you can find a meadow with plains attached it can make a good farm
those areas do have concentrated spawns sometimes too so be careful
