There is no problem here.
A wolf does 70 damage. If I'm doing the math correctly, only 20 of that should get through fully upgraded iron armor, worst case (not staggered), and you would have to have a max health of 50 to be staggered by 20 damage.
The only way that what the OP says makes any sense if if he was staggered by something else prior to being attacked by the wolf, but that's still not the fault of the armor.
Armor has diminishing returns once you hit iron. You can finish the game in iron armor without too much added difficulty. What you eat and your max health are much more important at that point than what armor you wear.
