it's quite possible, in theory, that if you fully explored every mistlands biome, you cant do the boss. it's also possible, due to RNG, that if you happened to explore all potential spawn areas, that you also couldnt do the boss. but less sure about the latter.

for most players, i think its unlikely that you will have exhausted all spawns in your current world.
