Ill weigh in on it as I enjoy fishing here. The point is similar to real life fishing -- you are not actually trying to catch fish, usually, so much as find a nice place to enjoy nature and put down your cares for a little while. Tired of the mistland fog or little green men from mars or blue eyed creepy zombie dwarves throwing rocks at you? Find a quiet place and drop a line. The scenery on the coasts here can be amazing. If you catch some, you get some gyros (still an easy to make food mistland capable) or cooked fish (good enough to gather resources or mess around, no fuss to make). If not, meh.

As far as spearing them goes: given that we can simply PICK UP any fish in the game REGULARLY by walking the coast, being able to HIT one and reel it in with a harpoon seems like something they should add. Bait system or no bait system, the hoe-made fishtrap or natural suicidal jumpers trump any argument against another way to score fish.

That said, warframe has spearfishing, and its free to play, if you just want to go spear fishing in VR.
If I want to drop a line and enjoy the view, I’ll go do that IRL (which I won’t be able to do for at least another 5 months).

I’ll lay out my own personal issues with fishing currently;

A).Having it tied directly to stamina is a weird and annoying way to do it, especially since your stamina does not regen when you cease reeling it in, and how the fish just drops off the line when your stamina runs out.

B).Having to find the merchant first, which can take a long time without mods or cheats.

C).Not being able to kill a fish with a bow or a spear…

Now, if “balance” is a worry, then several things can be done to accommodate that;

1). Fish meat quality is worse if it was caught with a spear or bow, which would give a lower bonus.

2). Meat quality is based on the size/type of fish you catch, so the basic small meadow fish could just give similar/slightly worse stats to boar meat.

Boom, more depth added without making this game a fishing sim.
