So first of all, some basic info you should know.
You can check the effect of any BUFF that you have active on yourself. Open your inventory and click the icon with triangle shape.

Just because the UI shows a number (or conversely, doesn't show a number), it doesn't mean something doesn't work/is capped.
What you should do is to equip the Eitr-weave Armor, cast a spell - like Fireball or Protection - and observe how long it takes you to regen back to full.
Then get Rested bonus + armor for 200% total and observe again.
Then add the Queen buff for 300% total and observe again.
Another example from the base game,
hovering over your Elemental Magic skill tells you that it reduces Eitr cost. But if you hover over your Staff of Fireball, the cost is the same 35 Eitr no matter what your Elemental Magic skill level is. However, if you actually cast Fireball, it will take less Eitr when your skill is higher.
