I'm not entirely sure how the generation works in this game, but something tells me they kept the mistlands in so they can populate the biomes in an update later and just add the content to them by re-generating those biomes. I'm not entirely sure why else they would keep the mistlands biome in the game when they took all of everything out of it.

Most likely they're redesigning it. Which is good cause the biome just looked like Swamp 2.0 but this time cold. The way world gen works is that within a certain radius from what you've discovered new content can generate. It's how you can find Tar in your world made before Hearth and Home. It's a little annoying but it works, you don't have to travel that far which is nice.
