It... really, REALLY doesn't. I don't have the pickaxe, but rocks aren't my problem. I went through that time with the hoe using the 'leveling' mode. Usually using it 4 or 5 times in 1 place before moving the crosshair maybe a millimeter before doing it again. 1 1/2 hours for a 7x7 housing plan, and NONE of it was level.

The hoe only levels the terrain within 1 hight level. So if there is a hole or hill which does not get leveled to the surrounding terrain it is below/above the surrounding hight level.
1. Hole, needs to be filled up and than level it.
2. Hill, pickaxe it once and than level it.
1+2 repeat until all is within the same hight level.
