Your lighthouse idea I think is really workable and balanced solution. Make sure you drop it in the suggestions tab.

You don't even need to make it so enemies wont attack it.

I picture using such a thing in my main base as well as building smaller outposts around a lighthouse.

This would solve most of the complaints I think.
