You could try looking for a different black forest location. Trolls are supposed to be uncommon. You probably had some bad rng with the spawners where you are. They do show up unexpectedly, but not every time you go out. Most people have to go looking for them to upgrade their troll armor fully (or as far as the workbench will let you at that level).
