I would not say scam, but why not work on 2 things instead of just one. To me it makes more sense to do this so they are ahead of any problems they may occur during final release.
They are working on Mistlands update, then there are 2 or 3 more biome's to go, why wait and have to re-code anything or everything over when it can be done now.
Just my opinion.
