I think a few might respawn outside the buildings even if you destroy all the body piles. I completely cleared a draugr village and left it alone for awhile without putting down crafting benches, but when I came back several days later there were two of them outside the buildings. I did check the buildings to see if I missed a body pile but I didn't see one. I will check on it again to see if they respawn without them.
