Planning to buy the game in this summer sale, that texture pack comes with the game? it's like an addon or some third party mod? please advise, thanks for your help!

It is a third party mod unsupported by the devs.
Devs do not actively support modding at all although they don't try to prevent it either.
Modding is done at your own risk using third party software etc. I personally don't mod at all.

Textures for things up close I do not find bad... I rarely even notice and don't tend to keep zoomed in all the way. The environment is beautiful without any mods.
The textures are for when zoomed in .. but frankly even if I did like modding I wouldn't put the strain on my machine for the visual and rather have in game performance/movement smoothness.
