I fully understand "creative mode" and it's nature and limitations. as I said in the OP, I carpeted a large area with benches and torches and even camp fires. They still keep coming.
I have successfully stopped spawning in survival many times but it's just not working in my building character/map.

Are you sure your workbench radius are all covering the ground and not leaving a gap somewhere? Also not sure if a workbench will actually prevent mob spawns from an actual spawner.
