I have a 1070 I5@3.5

I keep most settings except view distance on lowest, foliage off. I can keep a solid 60, keep it limited to 60 for TV/monitor

Game still looks great. Runs fine for me.
Always disliked stuff like motion blur and bloom etc so I keep that stuff off in games anyway.. depth of field garbage.

I also avoid a lot of ground alteration and build smaller outposts rather than large bases.

This is on low potato settings.

So there is a reason why the game is demanding. It looks great. It really does.

But IDK about your card. Kind of doubt it. Also not sure if processor speed is needed depending on how they use cores,
