There is a decay system. You just didn't know the items have to be outside the workbench radius for them to decay. Hugin never explains that so you would never know, unless by chance, you happen to watch a video or post a discussion about it. Now that you know, don't leave any silver lying around in the mountains and think it will stay there forever.
