This one is not a problem. Rain only brings it to half durability. Water damage will never break it. It's just a cosmetic issue. (One that mods can fix.)

The devs are trying to play a balancing act between people who want more challenge and people who want less. It is impossible to please everyone. (Don't believe that anyone wants more grind? Some people advocate for no portals and deliberately look for maps where everything is spread out. On person's grind is another's content.)
