For clarity, in this case it's not... but the thought that it might be isn't at all unreasonable.
Yep I also experienced that in Hearts of Iron 3 couple of years ago. Spending quite a lot of time on tweaking the data’s to make each and every units more coherent, realistically speaking.
That’s often the first way coming to my mind following these experiments since.
It’s definitely the heaviest and constraining way, it’s much easier like ie if you have a modding tool app delivered with the game, but it’s not so common in my xps.
Such as accessible .txt files, these last years I haven’t see so many like that, at least it’s more often than a modding tool delivered for free I think…
But it definitely exists in many games, that’s true.
