Well because all other biomes have one. They wanted to do something different this time.

They already have - magic staffs, annoying mist. They could at least leave something for miners/blacksmiths, and i'm not talking about carapace armor because it's more like fenrir/abomination type, and it's incredibly awful compared to padded set.
