Yes, it can be. Turn shadows down. Don't terraform too much in one area, keep it to a minimum. Try Vulkan mode. Tweak some of your other graphics settings. Try hitting alt-enter twice (goes to windowed, then true fullscreen mode) as that can help some people with FPS issues.
