My personal experience has been I'm in the USA and have had a friend running a dedicated server off his PC in Germany for a hundred hours or so of playtime back in June - July and 99% of the time was no issues. Only a couple times where things got wonky.
I've played briefly with invited friends in my games and me in theirs with no issues as well.
Hadn't tried that far back.
