It’s not just that; they made a choice on how the world is generated and that choice limits how land is terraformed. Tunnelling is one thing that’s just not viable with that choice; would essentially be a full land/ world rewrite.
You can create tunnels in a fashion though my tunnelling under troll cave entrances or huge rocks.
